Overview

The project HUMANcITY focuses on humanitarian governance as a field of social and cultural interaction and political negotiation among asylum seekers, private and public, personal and collective humanitarian actors and local communities. The project emphasizes the settlement of asylum seekers, which it approaches holistically, and with regard to the fields of reception, care, education, legal protection and more generally to the field of sociality.  Specifically, the research studies the interactions between the mechanisms of humanitarian governance and the local communities in three locations: a first reception village (Skala Sykamnias), a border town (Mytilene), and the Greek capital (Athens) [in this way it follows the transformation from the “humanitarian village” to the “humanitarian city”]. It compares different settlement models for the newcomers, refugees and migrants –the camp, municipal or private projects of apartment letting, occupations of public or private spaces and funded or not “hosting” at home, and investigates the different impact these have on all the actors –asylum seekers, humanitarian actors, and members of the local communities. Particularly, it investigates interaction and its social and political impact with regard to formal and informal forms of sociality (“hospitality”, “solidarity”, “care”) and to different ethno-culturally mediated perceptions all the actors of the “humanitarian city” hold.

The HUMANcITY project has 6 Work Packages, with two of them to be strongly ethnographic.

WP1 (Evthymios Papataxiarchis, PI)  involves research in Skala Sykamnias, a first entrance site, will aim to record personal experience in relation to a) refugee arrivals and first reception processes b) the functioning of a first reception camp. In addition, interviews with humanitarian agents who were intensively engaged in life saving and first reception processes will be carried out focusing on their individual and collective experience at the time of the “refugee crisis”.

WP2  (post-doctoral researcher Marica Rombou-Levidi in coordination with the PI) is strongly ethnographic and involves the study of the “humanitarian city” as framework of refugee settlement with reference to the city of Athens. The researcher will focus on settlement in apartments and shelters managed by official humanitarian organizations, NGOs or Municipality of Athens (being referred by UNHCR) and will investigate the interaction between asylum seekers, humanitarian actors and local society. Emphasis will be given to the different parties’ perceptions of settlement. This WP will also study on the ground the impact of social interaction with regard to formal and informal shapes of sociality (“hospitality”, “solidarity”, “aid”) and different ethno-culturally defined perceptions held by the agents of the “humanitarian city”; sociality will be studied in terms of inter-refugee relations and relations between refugees and local society.

WP3 (Phd student Ervin Shehu, University of the Aegean, under the supervision of the PI), also strongly ethnographic, will study the relation of Athens as a place of settlement to smaller urban cities in the periphery, in terms of existing cultural networks (family, religious, and ethnic), which mediate the migrants’ relation to local society. The researcher will investigate the humanitarian régime which frames the relationship between asylum seekers’ daily life, the social-political institutions, and local communities, while examining the process of migrants’ interaction with local society in relation to the various hosting places. Emphasis will be given to migrants’ expectations for integration in relation to their own cultural networks already existing in Athens.

WP4 (Post-doctoral researchers Pafsanias Karathanasis and Alexandra Zavos in coordination with the PI). The researchers will carry out an extensive documentational study of the context of the humanitarian governance, by combining qualitative and quantitative methodologies. The study will focus on recording, analyzing and presenting the “humanitarian landscape” of the island of Lesvos in its multiple dimensions and in different moments in time. Specifically, it will put emphasis on two different moments of the intense period between summer 2015- a time considered as the beginning of the “refugee crisis” - and the present (2019-2020), as well as on three distinct, yet interrelated, levels of documentation and analysis.

WP5 (Phd student Marios Batsaris –University of the Aegean- under the supervision of Professor Dimitris Ballas - University of Groningen).The main objective of this WP is to analyze the extensive documentation produced by the qualitative and quantitative mapping carried out in WP4 and present it as geographical visualizations in a dynamic Atlas of the humanitarian landscape of the island; this will put particular emphasis on the two places of study, Skala Sykamnias and Mytilene.

WP6 (Evthymios Papataxiarchis, PI;  Marica Rombou-Levidi, post-doctoral researcher ) will focus on the coordination of the research project and the dissemination of its outcome. The PI will coordinate the project throughout its duration in association with Marica Rombou-Levidi, who, in addition, will undertake the organization of workshops.

Περίληψη

Οι προσφυγικοί πληθυσμοί που εγκαταλείπουν τις εστίες τους και μετακινούνται από τις εμπόλεμες ζώνες στη Μέση Ανατολή και την Αφρική προς τη Βόρεια Ευρώπη αποτελούν κεντρικό θέμα στις κοινωνικο-χωρικές συζητήσεις για τις διαφορετικές όψεις της σημερινής κρίσης. Μια ολοένα αυξανόμενη βιβλιογραφία μελετά τις διαφορετικές όψεις της κοινωνικής φιλανθρωπίας, του ανθρωπισμού, τις δράσεις των Μη Κυβερνητικών Οργανώσεων (ΜΚΟ) και τις κρατικές μεταναστευτικές πολιτικές. Σ’ αυτές τις μελέτες οι πρόσφυγες συχνά προσεγγίζονται ως παθητικοί αποδέκτες των κρατικών και φιλανθρωπικών δράσεων. Ωστόσο, μικρή προσοχή δίνεται στη μελέτη των τρόπων με τους οποίους οι πρόσφυγες αυτοοργανώνονται και παράγουν συλλογικά κοινούς χώρους στέγασης διεκδικώντας το δικαίωμα στην πόλη. Η προτεινόμενη έρευνα φιλοδοξεί να καλύψει αυτό το κενό συμβάλλοντας στη διερεύνηση των τρόπων με τους οποίους οι ίδιοι οι πρόσφυγες εμπλέκονται στην παραγωγή κοινών χώρων στέγασης.H θεωρητική προσέγγιση που ακολουθεί η έρευνα εκκινεί από τη συζήτηση περί «κοινών» και «περιφράξεων» όπως αυτή αναπτύσσεται τις τελευταίες δεκαετίες και εκφράζεται κυρίως από δυο δέσμες προσεγγίσεων, τις λεγόμενες προσεγγίσεις «υπέρ των περιφράξεων» και αυτές που υποστηρίζουν την «κοινοτική διαχείριση των κοινών». Οι τελευταίες εστιάζουν το ενδιαφέρον τους στις ιδιαίτερες κοινωνικές σχέσεις, οι οποίες αφενός δημιουργούν διαρκώς νέα κοινά και ταυτόχρονα αντιστέκονται στις κινήσεις των περιφράξεων και επιδιώκουν με συλλογικούς τρόπους τη δημιουργία, ανάκτηση και αυτοδιαχείριση των κοινών. Η μετανάστευση θεωρείται πιο συχνά ως προϊόν ατομικής επιλογής που υπακούει στους νόμους της προσφοράς και της ζήτησης των αγορών εργασίας, ή γενικότερα σε παράγοντες «ώθησης» και «έλξης», ενώ παράλληλα γίνεται αντιληπτή ως φαινόμενο στο οποίο το κράτος οφείλει να παρεμβαίνει προκειμένου να ρυθμίσει τη ροή και την έκτασή του. Με βάση τα παραπάνω, οι κρατικές πολιτικές μετανάστευσης μπορούν να γίνουν αντιληπτές ως «περιφράξεις» του χώρου της ελεύθερης μετακίνησης των ανθρώπων. Αντίστοιχα, τα στρατόπεδα προσφύγων και μεταναστών και η εξάπλωσή τους μπορούν επίσης να γίνουν αντιληπτά και ως «περιφράξεις» όχι μόνο της κινητικότητας, αλλά και ευρύτερα της δυνατότητας των μετακινούμενων πληθυσμών να ορίζουν τη ζωή τους ατομικά και συλλογικά στους τόπους όπου εγκαθίστανται και σε διάδραση με τους ντόπιους πληθυσμούς. Στον αντίποδα, μέσα από τις καθημερινές τους σχέσεις και πρακτικές, οι πρόσφυγες εφευρίσκουν εκ νέου τα λεγόμενα «κοινά της μετακίνησης», ενώ, όντας αντιμέτωποι με κλειστά σύνορα και με περιορισμούς στην κινητικότητα και τη διαμονή τους, αντιστέκονται δημιουργικά μετασχηματίζοντας μη-τόπους σε κοινούς χώρους, παράγοντας, μεταξύ άλλων, στεγαστικά «κοινά». Τα τελευταία μπορούν να ιδωθούν ως εν δυνάμει υβριδικά χωρικά κατώφλια, ως ανοιχτές κοινότητες σε κίνηση που διαρκώς διαπραγματεύονται τις ποικίλες κοινωνικές ταυτότητες και συλλογικά επινοούν την κουλτούρα της συνύπαρξης. Λαμβάνοντας υπόψη τα παραπάνω, η προτεινόμενη έρευνα επιδιώκει με συγκριτικό τρόπο να μελετήσει τα αναδυόμενα στεγαστικά κοινά όπως εκφράζονται από ένα πλήθος εγχειρημάτων, όπως είναι οι καταλήψεις και κοινωνικά κέντρα, και από τους κρατικούς χώρους φιλοξενίας προσφύγων και μεταναστών στην Αθήνα, τη Θεσσαλονίκη και τη Μυτιλήνη. Η παραπάνω εξέταση επιδιώκει να αναδείξει το δικαίωμα στην πόλη, καθώς και ζητήματα χωρικής δικαιοσύνης και ορατότητας των προσφύγων.

Αναπαριστώντας και κοινοποιώντας τη «μεταναστευτική κρίση»: Η περίπτωση του «hot spot» της Λέσβου»

Περίληψη

Με ποιους τρόπους αναπαρίσταται η «μεταναστευτική κρίση» και ο τρόπος διαχείρισής της; Ποιοι οι υπαινιγμοί αυτών των αναπαραστάσεων; Με ποιους μηχανισμούς και διαδικασίες εννοιολογούνται και γίνονται συμβολικό κεφάλαιο για την αφήγηση της ιστορίας ενός νησιού, μίας χώρας, αλλά και ολόκληρης της Ευρωπαϊκής Ένωσης; Από τις μεγάλες εκθέσεις φιλανθρωπικού χαρακτήρα του Ai Wei Wei έως τη συμβολική χρήση της Λέσβου ως παράδειγμα προς αποφυγή για την Ευρώπη στην επιτυχημένη καμπάνια του Nigel Farage υπέρ του Brexit, η Λέσβος γίνεται συνεκδοχή για τις πολλαπλές αφηγήσεις της παγκόσμιας μεταναστευτικής κρίσης. Αντίστοιχα, από γκραφίτι και street art έργα σε μεγάλα αστικά κέντρα εντός και εκτός Ελλάδας που νοημαδοτούν τη Λέσβο και τους κατοίκους της ως παραδείγματα αυτοοργανωμένης, αυθόρμητης αλληλεγγύης μέχρι το βραβείο Nansen που ανυψώνει την τοπική κοινωνία ως παράδειγμα ανθρωπισμού, το νησί και οι κάτοικοί του παρουσιάζονται ως ορόσημα ανθρωπιάς και αλληλεγγύης. Μέσα από αυτές τις αντικρουόμενες απεικονίσεις, η Λέσβος αποτελεί μελέτη περίπτωσης της δύναμης της αναπαράστασης στην κατασκευή υποκειμενικοτήτων και πληθυσμών καθώς και στη διαμόρφωση συγκεκριμένων σχέσεων, δράσεων και πολιτικών. Η Λέσβος συγκροτεί το κατεξοχήν παράδειγμα μέσω του οποίου αναδεικνύεται η κατασκευή και ο μετασχηματισμός του έθνους-κράτους, της Ε.Ε. και των ρευστών συνόρων τους, όπως επίσης, πάνω στο οποίο λαμβάνουν χώρα οι ευρωπαϊκές πολιτικές για τη μετανάστευση και το άσυλο. Καθώς το νησί μετατρέπεται σε hot spot, η μεθοριακότητά του μετασχηματίζεται σε διαδικασίες «συνοριοποίησης» αλλά και «κοινο-ποίησης» (νοούμενη ως δημιουργία κοινών). Ως εκ τούτου, δημιουργούνται νέα στερεότυπα αναπαράστασης, μέσα από τα οποία, από τη μία, κατασκευάζεται η σχέση μεταξύ Ελλάδας και Ευρώπης, γηγενή και ξένου, πολίτη και μετανάστη, αναγνώρισης και παραβίασης δικαιωμάτων και, από την άλλη, αναδύονται κοινοί τόποι, συλλογικές δράσεις και διεκδικήσεις. Η διττή αυτή σχέση αποτελεί τον κεντρικό εννοιολογικό άξονα της πρότασης, πάνω στον οποίο βασίζεται ο σχεδιασμός των επιμέρους δράσεων υλοποίησης της έρευνας. Συγκεκριμένα, κατά τη διάρκεια αυτής προβλέπεται να χαρτογραφηθούν οι διάφορες αναπαραστάσεις της «μεταναστευτικής κρίσης» τόσο μέσω του καθεστώτος των hot spot όσο και των παραστάσεων-πράξεων και των κοινών. Μεθοδολογικά, η έρευνα θα επιτελεστεί τόσο σε φυσικούς όσο και σε δυνητικούς χώρους˙ στοιχεία θα συλλεχθούν αφενός μέσα από επιτόπια έρευνα στον τόπο του νησιού και αφετέρου με διαδικτυακή έρευνα αντίστοιχων αναπαραστάσεων στην υπόλοιπη Ελλάδα, την Ευρώπη και τον κόσμο. Η χαρτογράφηση αυτή δεν στοχεύει απλά να συλλέξει και να ταξινομήσει τις πολλαπλές αναπαραστάσεις της Λέσβου αλλά, επίσης, να προβληματιστεί και να τοποθετηθεί κριτικά σε αυτές. Ως εκ τούτου, βασική επιδίωξη της έρευνας αποτελεί η δημιουργία ενός Άτλαντα –μίας διαδικτυακής και διαδραστικής βάσης δεδομένων— στον οποίο η μεταναστευτική κρίση, τα hot spot και τα κοινά συναρθρώνονται, μέσα από την ανάδειξη και κριτική αντιπαράθεση των πολλαπλών απεικονίσεων της Λέσβου. Υπό αυτό το πρίσμα, η ίδια η φιλοσοφία και λειτουργία του Άτλαντα αποτελεί μία αναπαράσταση και κοινοποίηση, δηλαδή μία διαδικασία γραφής, μοιράσματος και διάχυσης τόσο της τοπικής όσο και της μετακινούμενης ιστορίας. Στη διαδικασία αυτήν συμπεριλαμβάνονται οι αφηγήσεις και οι ανείπωτες ιστορίες, οι συλλογικές μνήμες και τα καθημερινά βιώματα των τοπικών πληθυσμών, τα οποία συναντούν τα αντίστοιχα των μεταναστευτικών και προσφυγικών και, από κοινού, πλέον, δημιουργούν ορατές και αόρατες δράσεις και διεκδικήσεις.

Overview

Part II (BRiDGE ΙΙ) is a project that aims at enhancing the support of 300 highly skilled refugee researchers (RR) in the 24 project months, especially early and late stage post doc researchers and professors of all ages, who are affiliated with a research institution in the European Research Area or a Research and Development department of a company and especially those displaced in the following countries: Germany (110 RR), Sweden (40 RR), Austria (60 RR), Switzerland (10 RR), Serbia (10 RR), Bulgaria (10 RR) and Greece (60 RR). The UAeg is actuator in BRIDGE II by supporting a significant number of RR to reintegrate in research and academic community. The case-to-case support places a focus on career development services, training and academic and industrial mentoring for the RRs. The project aims further at transferring the given knowledge and experience to the EURAXESS network, the largest relevant network in Europe involving 500 higher education and research institutions and services for mobile researchers.

RESPOND: Multilevel Governance of Mass Migration in Europe and Beyond

Overview

More than a million migrants and refugees crossed into Europe in 2015, sparking a crisis as countries struggled to cope with the influx. The so-called refugee crisis has created deep divisions and policy incoherence in the EU among member states. The crisis foregrounded the vulnerability of European borders, the tenuous jurisdiction of the Schengen system and broad problems with multi-level governance  of  migration  and  integration. One of the most visible impacts of the refugee crisis has been the polarization of politics in EU Member States and intra-Member State policy (in)coherence in responding to the crisis.The recently granted Horizon 2020 project RESPOND will study the multilevel governance of migration in 11 countries. The consortium behind this project consists of 14 partners from source, transit and destination countries and will be coordinated by Uppsala University. This project is the first to be granted within the Humanities at Uppsala University and will take place from December 2017 – November 2020.

RESPOND aims to:

  • provide an indepth understanding of the governance of recent mass migration at macro, meso and micro levels through cross-country comparative research;
  • critically analyse governance practices with the aim of enhancing the migration governance capacity and policy coherence of the EU, its member states and third countries.
